Asbestos Surveys
An asbestos survey is a comprehensive inspection carried out on a property or structure to identify the presence, type, condition, and extent of any asbestos containing materials (ACMs). The primary purpose of this survey is to manage the risk associated with asbestos, ensuring the safety of the occupants and complying with the legal obligations set out in the UK's asbestos regulations.
The requirement for asbestos surveys is stipulated in the Control of Asbestos Regulations 2012 (CAR 2012). Specifically, Regulation 4, known as the "Duty to Manage Asbestos in Non Domestic Premises", mandates that the dutyholders (typically the owners, landlords, or managers of non-domestic properties) identify and manage the risks from asbestos in their premises. Generally, the first step towards meeting this requirement is undertaking an asbestos survey.
There are three different types of asbestos survey which are detailed in the current Health & Safety Executive guide HSG 264 Asbestos: The Survey Guide –
- Asbestos Management Survey - This is the standard asbestos survey. Its purpose is to locate, as far as reasonably practicable, the presence and extent of any suspect ACMs in the building which could be damaged or disturbed during normal occupancy, including foreseeable maintenance and installation, and to assess their condition.
- Asbestos Refurbishment Survey - This is needed before any refurbishment is carried out. It is used to locate and describe, as far as reasonably practicable, all ACMs in the area where the refurbishment work will take place.
- Asbestos Demolition Survey - This is needed before the complete demolition of a building is carried out. It is used to locate and describe, as far as reasonably practicable, all ACMs in the whole building.
